The JCCC Police Department patrol division is the largest division within the department.

Its purpose is to provide the highest level of security and public safety assistance 24 hours a day, 365 days a year.

Whether our officers are in their patrol vehicle or on bicycle or foot, they perform a wide variety of services.

These services include, but are not limited to:

  • Responding to calls for service
  • Writing reports
  • Conducting preliminary investigations
  • Checking the security of college property
  • and Providing traffic enforcement and crowd control during special events

Additionally, members of the division handled 25,257 calls for service during the fiscal year of 2009.

Headed by the chief of police, there are a total of 20 sworn officers and two public safety officers assigned to this division, including three sergeants. 

All members of the patrol division are equipped with the latest in law enforcement equipment and – like all department sworn officers -- are required to complete annual mandatory training established through the Kansas Law Enforcement Training Center and/or our own departmental directives.

Prohibition of bias-based profiling

Bias-based profiling, or racial profiling, in traffic contacts and field contacts is strictly prohibited.

Sworn officers shall actively enforce state and federal laws and applicable college policies and procedures in a responsible and professional manner, without regard to race, ethnicity, national origin, sexual orientation or gender.

Officers may take into account the reported race or ethnicity of a specific suspect or suspects based upon trustworthy, locally relevant information that links a person or persons of a specific race/ethnicity to a particular unlawful incident.

Race and/or ethnicity can never be used as the sole basis for probable cause or reasonable suspicion.

The JCCC Police Department Communications/Dispatch Center is located just beyond the main entrance of the Midwest Trust Center building, in Room 115.

The communication center is staffed 24 hours a day, seven days a week. The department currently employs nine full- and part-time communication operators.

The communications center is responsible for taking a variety of emergency and non-emergency calls as well as operating the campus main switchboard. All dispatchers are trained to determine what type of response needs to be sent based on the call.

The JCCC Police Department ensures compliance with the JCCC parking policy and procedures.

The Investigations Division is ready to respond anytime — day or night — to the needs of crime victims or to the scene of any criminal activity.

  • The division's first work is to follow up on reports of criminal activity initially reported to our uniformed patrol officers.
  • The division then establishes that a criminal act was indeed committed, attempts to identify and apprehend the person responsible for the criminal act, and tries to recover any property that may have been stolen.
  • The division is also responsible for forensic examination of crime scenes along with the evaluation, collection and maintenance of evidence.
  • The division plays an integral part in assisting the state of Kansas in prosecuting suspects charged with offenses.  The JCCC police department may also use the services of the office of vice president of student services, in lieu of proceeding with criminal charges.
The division is overseen by the chief of police, and the day-to-day activities are managed by the day sergeant.  Investigative personnel receive specialized education and training in:
  • Homicide investigation
  • Sexual assault and battery investigation
  • Narcotics investigation and identification
  • Interview and interrogation techniques
  • Crime scene processing
  • Financial fraud investigation
  • Many other investigative disciplines

The division works in cooperation with local, state and federal law enforcement agencies.

Planning for emergencies is important on many levels to ensure a timely and effective response throughout the campus community in a crisis situation.

An emergency is defined as an unplanned event that may cause harm to the college community, disrupt operations, cause damages or threaten the institution's facilities or status.

The Office of Emergency Management is responsible for the planning and coordination of various types of emergency programs for JCCC.

An "all hazards" emergency management approach, which includes prevention/mitigation, preparedness and planning, emergency response and recovery, will be followed.
