Freedom of expression
Freedom of expression is vital to JCCC’s shared goal of pursuit of knowledge. JCCC supports the right of all members of the campus community to explore new ideas and learn from one another through exercising their First Amendment rights of free speech on the JCCC campus.
While the College respects these rights, JCCC encourages individuals to be guided by principles of civil decency.
The First Amendment to the United States Constitution does not protect civil disobedience, which by its nature involves violation of the law.
Expressive Activity areas
“Expressive Activity” is non-commercial expression that is protected by the First Amendment to the United States Constitution, which may include peaceful assembly, speeches, protests, picketing, and similar expressive communications and activities.
Expressive Activity does not inflict or threaten harm, cause a breach of the peace, consist of fighting words, incite individual(s) to commit a crime, cause panic, and is not obscene or defamatory. It does not protect civil disobedience, which by its nature involves violation of the law.
- JCCC recommends scheduling Expressive Activity on campus by completing the Expressive Activity Reservation Form.
- Recommended locations for Expressive Activity are shown below. Other locations on campus may be available but may include additional security concerns, scheduling conflicts, rental fees or resource constraints.
- The College reserves the right to restrict or relocate Expressive Activity pursuant to its policies.
JCCC recommends these locations for Expressive Activity
These locations may be reserved in advance for Expressive Activity by completing the Expressive Activity Reservation Form found online at jccc.edu/ExpressiveActivity.
- COM Plaza: the outdoor plaza south of the Commons Building (COM) and Student Center (SC) and north of the Campus Services Building (CSB) and Welding, Construction, Machining Technology (WCMT)
- Fountain Square: the outdoor square south of the Office and Classroom Building (OCB) and north of Science Building (SCI)
- Regnier Lawn: the lawn south of the Regnier Center (RC) and north of the Fine Arts & Design Studios (FADS)
- Brick Plaza south of the Midwest Trust Center (MTC) and north of the Library (LIB)
- Green Belt lawn at the Quivira Entrance
- Green Belt lawn at the corner of College and Quivira

Political activity at JCCC
JCCC is publicly funded and tax exempt; therefore, Kansas state and federal laws and JCCC policies place restrictions on political activity at JCCC.
The College may not support or endorse a candidate for public office or an election issue. Students, faculty and staff, and members of the community may engage freely in comment on political issues or public policy as individual citizens, provided JCCC resources are not used.

Soliciting and promoting on campus
Soliciting, selling, advertising, merchandising, or posting for non-Expressive Activity on campus requires prior approval.- Individuals wishing to promote business or personal endeavors must request a table reservation through Student Life and Leadership.
- Posting of materials, other than that of JCCC-affiliated groups, will not be permitted except in the community boards located on the second and third floor of GEB upon entering.
- Posting is not permitted on building surfaces, trees, elevators, or grounds.
- Material content must convey lawful activities and not be misleading.
- Commercial literature must have the organization/institution affiliation, along with address and telephone number clearly stated.
- Individuals distributing materials must do so in a civil and non-coercive manner.
