Investigator's report regarding an alleged violation of a student's right to free speech at JCCC
A former JCCC student, Kathy Brown, has alleged that Johnson County Community College violated her First Amendment right to free speech. Ms. Brown is an attorney and LPN who was taking classes in the spring of 2009. According to college policy, in response to the complaints, an independent investigator was appointed to review the allegations. The investigator, Ann Molloy, who is also an attorney, conducted a comprehensive investigation of all the facts and circumstances surrounding the two allegations of Ms. Brown and issued a detailed report summarizing her independent investigation. A copy of the entire report is at the link below. The report substantiates that no violation of Ms. Brown's First Amendment rights occurred. The board of trustees has offered to have the appeal of Ms. Brown heard by an independent hearing officer.
