General and Specified Parking: The college provides free parking in designated areas on the JCCC main campus and the OHEC campus.  JCCC parking lots are marked with signs designating areas for students, visitors, handicapped, employee, motorcycles/motor scooters and/or carpooling or LEED Qualifying Low Emission certified vehicles (many of which require permits issued by JCCC Police Department).  JCCC parking lots are also marked with signs in locations where towing may occur for unauthorized parking of vehicles.  

Responsibility for finding a legal parking space rests with the motor vehicle operator. Individuals who do not comply with campus parking regulations will be charged a fine and vehicles may be towed upon recommendation by the JCCC Police Department.

JCCC cannot be responsible for property damage or stolen property from campus parking areas. Individuals are encouraged to take measures to secure their vehicles and all other property in the campus parking areas from theft, damage or other loss.

Handicapped Spaces:  Designated parking spaces on JCCC campuses will be appropriately signed in accordance with applicable regulations.  Only students, employees and visitors with state-issued handicapped parking permits will be allowed to park in the handicapped areas.

Unauthorized vehicles in a handicapped parking space may be ticketed by either the JCCC Police Department or local city police departments and are subject to fines and fees from both.  Violations written will be handled through the local city Municipal Court.

Bicycles:  Bicycle racks are available on JCCC campuses. Bicycles do not need to be registered. Bicycles must be placed in these racks, and it is recommended that the owner secure the bike with a lock. Bikes may not be locked to rails, lamp posts, trees or placed inside of buildings.

Skateboards, Roller Blades and Non-Motorized Scooters:  For the safety of everyone, skateboards, roller blades and non-motorized scooters are prohibited on all JCCC campuses. JCCC students who violate this policy will be referred to the Vice President of Student Success & Engagement, where action will be taken under the Student Code of Conduct.

Non-students will be referred to the JCCC Police Department for appropriate action.

Motorcycles and Motor Scooters:  Motorcycles and motor scooters are considered motor vehicles and their operators are required to comply with all parking and traffic regulations.

Parking Tickets/Fines & Towing:  Vehicles will be ticketed, fined and/or towed as set forth in the JCCC Parking Procedures and in accordance with any other applicable municipal, state or federal law. 

Students with unpaid fines/fees related to parking violations will not be permitted to add/drop classes, enroll in future classes or obtain a copy of their transcript until such time as the fees/fines are paid in full.   An employee with unpaid fines/fees related to parking violations will have their supervisor notified and will be required to pay the college and/or the applicable city for such fines/fees.

Parking violations that have not been referred to a municipal court may be appealed pursuant to the appeals procedures set forth in the JCCC Parking Procedures by completing and submitting a written appeal to the JCCC Police Department.  Appeals may be submitted online by completing the Parking Violation Appeal Form (PDF) or in person at the JCCC Police Department, CC 115.  Appeals are reviewed by the Parking Violation Appeal Review Board.
