JCCC trustees approve guidelines for creating 2008-2009 budget
OVERLAND PARK, Kan. — At their monthly meeting Nov. 15, the Johnson County Community College board of trustees approved the guidelines the college will use to build JCCC’s budget for 2008-2009.
Under these guidelines, in 2008-2009 students would see an increase in tuition of $2 a credit hour for in-state students and $5 for out-of-state students. Johnson County residents would pay $65 a credit hour, Kansas residents outside the county would pay $80 a credit hour, and non-Kansas residents would pay $149 a credit hour.
The guidelines call for the college’s budget to be prepared under the assumption that the county’s assessed valuation will increase by 2 percent and state aid by 3.4 percent. Capital budgets will be based on demonstrated need, while operating budgets will be limited to a 2 percent increase, except for items over which the college has little control, such as utilities, postage, and items needed to support the institutional plan. The budget will also include a capital outlay levy of .500 mills, primarily to support the creation of a new library. The capital outlay mill levy will be re-established for a five-year period in 2008-2009.
College faculty, staff and administrators will begin their formal budget planning process Nov. 16. The trustees will review the budget in April and approve a management budget in May. The college’s legal budget is approved in August.
The board also approved hiring The Carter Group Inc., Topeka, to serve as the college’s lobbyist, at an estimated total annual expenditure not to exceed $42,000, plus expenses. The initial term of the contract is Dec. 1, 2007, through Nov. 30, 2008, renewable for four additional years in one-year increments, upon the approval of both parties.
The next regular meeting of the JCCC board of trustees is 5 p.m. Dec. 13 in the Hugh Speer Board room, 137 GEB. All board of trustees meetings are open to the public.
