Summary of the Policy and Procedures:
As part of the athlete’s agreement to participate in athletics at
JCCC:
1. Throughout the Academic Year, there shall be random drug and
alcohol testing of JCCC athletes.
A first positive drug or alcohol test will lead to:
- Regular season game suspensions.
- Possible penalties associated with individual team rules violations in regard to substance abuse.
- Required drug and alcohol counseling at the athlete’s expense.
- Periodic repeat drug tests for the remainder of the athlete’s career at JCCC.
A second positive drug test will lead to:
- Immediate dismissal of the athlete from the JCCC athletic program.
- Withdrawal of all athletics based financial aid.
2. The athlete will be notified by his or her head coach of an upcoming drug and alcohol test, no more than 12 hours in advance of the scheduled testing time.
3. The athlete will be expected to reply to the notification immediately upon receiving it.
4. The athlete has the right to bring one (1) witness, 18 years old or above, to observe the collection process.
5. The drug test collection procedure will be DIRECTLY OBSERVED by trained drug testing personnel.
6. A self-reported use of an illegal substance shall be treated as a positive drug test in every way, EXCEPT that the threat of game suspensions shall be waived.
7. The athlete has the right to have the control sample tested. The request for testing of the control sample must be made in writing within 48 hours of notification of the positive test.
8. The athlete has the right to appeal any decision to the Vice President for Student Affairs in regard to actions taken as a result of a positive drug test. The appeal must be made in writing within 48 hours of the athlete being informed of their positive drug test result.
9. Coaches have the right to request of the head athletic trainer, in writing and following specific criteria, that an athlete be tested for “reasonable suspicion”.
10. coach must use the official form for requesting “reasonable suspicion” drug tests, and the criteria as described.
11. There shall be drug and alcohol education as an integral part of the JCCC Athlete Drug and Alcohol Abuse Testing, Prevention and Counseling program.
