Building Access Control Procedures

Purpose:
The purpose of these procedure is to attempt to provide a safe and secure campus environment by defining the regulations associated with access equipment, while instilling accountability among employees who have been provided access to the campus facilities.

I. Keys and access cards will be issued to correspond with each college employee’s job responsibilities in order to provide each employee with access to areas within his/her work assignments.

II. The Chief of the Police Department will be responsible for the Access Control System and High Security Keys (metal dimple key).

III. Keys, access cards and parking permits will be issued only with the presentation of a Building Access Control Request form which has been approved by the immediate supervisor and the Chief of the Police Department. Requests for Great Grand Master keys will be submitted to the Access Control Coordinator, then the request will be forwarded to the Chief of the Police Department for review and the Executive Director of the Police Department for final approval. Requesters will be notified by the Access Control Department when keys, access cards and parking permits are available for distribution and when requested item(s) can be picked up in CC 115. Each employee will personally sign his or her form for their access equipment. Their signature acknowledges their agreement to follow all terms and conditions stated within the Building Access Control Procedures.

A. Keys should not be duplicated by any unauthorized employee.

B. Keys, access cards and parking permits will not be loaned or transferred.

C. Any lost keys, access cards or parking permits should be reported immediately to the JCCC Police Department, as well as to the immediate supervisor. Should an employee lose a card or key, they will be responsible for the replacement costs as outlined in the Fee Structure. However, should an employee lose a second card or key, they will forfeit their initial deposit and be required to pay for the second and any subsequent losses thereafter in full, according to the Fee Structure. A Building Access Control Request form will be submitted to replace the lost item(s). The employee will pay at the business office the fees listed below. An attached copy of the receipt with the replacement request will be required prior to lost item(s) being replaced. However, if lost keys are relocated, the employee’s fee will be reimbursed.

Fee Structure:
Access Cards -$50.00
High Security Keys (metal dimple)- $25.00
Cut Keys-$10.00

This deposit will be returned to the employee if all replacement cards or keys are returned when the employee ceases working at the college. The deposit will also be refunded if the lost card or key(s) are found and returned to the Access Control Department.

D. It is the responsibility of the employee’s immediate supervisor to notify the Access Control Department promptly upon separation or termination of employment. The employee is to be instructed to return access cards, keys and parking permits to the Access Control Department prior to receiving their final paycheck.

E. Any key or access card may be revoked when its use is not in the best interest of JCCC.

IV. An employee transferring or reassigned to a new work area will be required to return all keys and/or access cards to Access Control Department by the end of the last scheduled workday. Access to the new work areas will be issued and upon completion of the move, equipment from the previous work area will be returned to the Access Control Department located in CC 115.

V. An employee who has keys giving access into alarmed areas, must contact the communications/dispatch center (extension 4112) prior to or shortly after entering, to advise name, location of entry and purpose. Failure to follow these steps will result in officers being dispatched to the scene of the alarm.

An employee who fails to comply with the above procedures my be requested to relinquish their access equipment
