I. Purpose
The purpose of this document is to describe Johnson County Community
College's guideline regarding access to College (owned or leased)
buildings or space.
II. Guideline Statement:
It is the practice of Johnson County Community College that access to all
College (owned and leased) buildings and space is limited to authorized
employees for authorized purposes as approved by the appropriate Executive
Vice President or designee.
III. Granting of Access to College Owned, Leased Buildings and Spaces:
The granting of access to College facilities is at the discretion of the
Executive Vice President responsible for the space to which access is
granted. That responsibility may be delegated to other persons within the
organization; however, it is the responsibility of the Executive Vice
President to ensure compliance with the conditions of this guideline.
This responsibility includes ensuring that the following criteria are met
in relation to access control:
- An accurate record of access granted to each employee or other related party should be maintained. Access to buildings should be reviewed and documented on a periodic basis.
- Procedures should be developed that comply with all other requirements of this guideline.
IV. Options for Access Control
Access control devices as discussed in this guideline may range from
simple key lock to a more complex, monitored card-activated access device.
The Police Department has developed a prioritized plan and criteria for
installation of devices for exterior and selected interior doors of all
College owned and leased facilities. A Coordinating report should be
submitted to the JCCC Police, Building Access Control Department
identifying the required space needing control. Requests meeting
established guidelines would be included in the Police Department,
Building Access Control budget for board approval. Requests will be
listed in priority based upon criteria established. Any requests for
access control that is not within the current budget must be funded
through the requesting department.
VI. Maintenance of Access Control Devices
The College’s Access Control vendor will maintain the electronic devices
that have been installed for the Police Department. The Maintenance
Department will maintain the manual key locks.
VII. Termination of Access
It is the responsibility of each Executive Vice President's office to
ensure that adequate procedures are in place to obtain access devices or
otherwise discontinue access when an employee is terminated. The Access
Control Department should be notified immediately when it is necessary to
terminate employee access on an emergency basis.
Employees who lose or have their access devices stolen from them are
responsible for notifying their department director immediately so that
appropriate action may be taken.
